[V8] ECU code II

I just read my 3:30 a.m. post, and what a bunch of bleary-eyed garble.
At least I got it down so I'd remember what all happened..

If you please, the issues in a nutshell:

1)  When I run the diagnostic output test, should I be able to audibly
hear the charcoal canister actuate?  Do I need to remove the fender
liner to see/feel it work?  The rest of the output tests work fine.  And
the wire connector at the canister solenoid shows power when running.

2)  Should the wire connector to the Engine Coolant Temp sensor behind
the head show power when the car is running?  Mine does not.  If it
should, and the fuse is good, is my next move to the ECU pin-out?
