Oh, I was speaking hypothtically! I was trying to understand if the
system might not be entirely closed (i.e. 'vacuum') if it's sucking
vapors from the charcoal canister -- or else the vent system would
implode -- unless that's the pressure release sometimes heard when the
gas cap is removed. But that's moot now.
I did remove the tank and fixed the piece. It was (is) the frequency
valve / control on-off combination solenoid that modulates the vapor
flow from the canister. It's a two-piece press-together piece that had
likely separated when the hood strut slipped off the pin and plunged
down there.
Thing is, I couldn't hear any clicking noise from the canister as would
be expected when running the output tests, and couldn't find it to put
my hand on to feel for anything. The connector to the solenoid gets
power, but perhaps something was reassembled incorrectly when the r/f
fender was replaced. SJM says the canister is in the engine bay
"under/behind the cylinder head", but the book puts it behind the fender
wall. Will pull the fender liner tonight.
The other (more pressing?) question mark is that the ECT sensor wire
doesn't show any power when the car is idling. ???????????????????
Anyway, thanks for the response Dave! Glad to know the ECU could be
haywire for a reason...
