I'll trade your "weird" mileage for my rock steady mileage.  HWY 22 MPG
with cruise set ~80.  City same as yours.
My rad temp sensor has infinite Ohms so time to change.  As far as temp
sensor values, the cyl head sensor seemed to fall within the Bentley specs.
As part of my ongoing refurb I'll replace the 02 sensor soon and we'll see
what happens.

Wow, I've seen so many listers with the same gas mileage issues
regarding the O2 sensor, fuel pressure, etc.  I hate to say misery
enjoys company but I'm glad I am not the only one.  I though I was going
crazy after my third O2 sensor and then my temp switch change.  My gas
mileage has also been weird.  Highway I can get 23-27 MPG but city is
13-15 MPG.  It is really hurting the pocket.
