Jason, 

A leakdown test will help you determine if the oil is getting past the
valve guides or the rings. If the cylinder shows little leakdown or
holds good compression when a little oil is squirted into the cylinder
(wet compression test), it would tell you that the engine needs new
valve guide seals and/or guide work. (The oil helps seal warn rings, but
would do not do much if one got cracked, but the chances of that are
pretty slim)

A engine swap is pretty straight forward and you should talk to Ron W
more about them!.. Chris at Force 5 has a couple of PT's for sale, if
you're not into doing the work on that engine (which would be more $$
than buying another one IMO).
