[V8] Top speed of a '90 V8Q - Test track

The theoretical top speed of an auto V8 is 167 or so, basing that on 3100 
RPM @ 80MPH. But, most cars don't pull to redline in top gear, for reasons 
of aerodymanics as well as power bands.
