[V8] Block Heating

Last time I checked gasoline fueled Webasto Auxilary Heaters are illegal
for passenger car use in the US.  When importing "grey market" cars, the
Webasto has to be completely removed.  You can't just disconnect the
wiring/piping, the unit has to be removed from the vehicle.
