[V8] Rear Defrost Inop

So, how come my rear defroster doesn't work?

 

Switch on, I show power at both sides all the way down (save for the top
two lines, which I presume is an antenna).

 

It used to work only horribly - now it won't even defrost the steam from
a gnat's fart.
