[V8] 5-Spd High Idle

Can anybody tell me where to start to find the problem with a 93 5-spd high idle?

The car has been sitting 3-4 weeks and when I drove it about 3 miles the idle would not return.? It was hanging at about 2100 Rpms and on the return trip home it was hanging even higher. 3,000 - 4,000rpm

If I put it in gear it would come back down but as soon as a put the clutch in it went back up.? 

I checked the obvious as far as the pedal and linkage and they are fine.

Throttle positioner sensor?
Idle valve need cleaning?

Any help would be appreciated
