[V8] Canadian V8's

Most cars shipped to the Cdn market are the same as US emissions wise. An
auto broker at the border should be able to handle importation without too
much trouble.

ROW (rest of world cars) which are in canada due to a 15 yo rule, you can't,
or it's not worth it to federalize them.

So V8 sold new in Canada - should be easy (about $400).
V8 sold in Europe/japan etc. imported into canada - forget it.
