Best not to have bubbles there.  You may have air being drawn in at a banjo fitting
(new copper washers), hose clamp (check tightness or for worn clamp or marginal end
on hose), or through the hose itself possibly between the filter and tank.

Normal for the overflow tank level to fluctuate.  If it is empty fill it to between
the max and min marks when the engine is cold.  Expansion tank, I believe, should
always remain full.
