If it has been neglected, the turbo shaft is probably gummed up.

Try a couple of oil changes with synth oil to clean it out.

Change it out after a few thousand, don't run it to the limit, as it will
loosen all kinds of crap that builds up in neglected engines.

This should clean out theturbo bearing.
