 Typically the water gets in the antenna leak when driving but if the seal 
around the base of the antenna lets water under it, and there's no "droop" 
to the wire before it enters the passenger compartment (and there usually 
isn't) then the water can just run down the coax.  Thus letting it leak in 
while sitting still AS WELL AS while moving!  Isn't that special?
  There was actually a factory recall or service bulletin on the whole thing. 
 
Apparently the original grommet didn't do it's job so there was a new one 
which you split one side of, insert and then superglue back together.  
Seemed to work fine, even better than globbing silicone all over and 
making a big mess.  My nephew SWORE it was his windshield causing 
about the same thing as you have and it turned out to be his antenna lead.
It's through the inner fender, right behind and above the fuse panel.  You 
can find it easier by turning the wheels full left and looking in the wheel 
well.
