ive had mine leak from the factory sunroof..across the headliner and
down the windshield
(inside)
onto the fuse box...that was a fun one.
that and another leaked due to a tired  n old windshield seal.
i use butyl on that antenna grommet..the silicone always seems to pull
up after a while.
butyl stays sticky-ish...as do i fer weeks after using it.  :o/
have used a baggy over fuse box before..works well..feet still get wet
. :o/

didnt Volkswagen sell an after market 'tray' to go over the fuse box
at one time???

Loren is right-on with suggesting access to the antennae grommet via
the
wheel well.  If you really want to get in there a cure the problem (if
it is the leak master),  jack the truck up and take the wheel off.  It
is easily accessible then. Clean and silicon the grommet area then a
can
or two of rubberized undercoating will seal the entire fender well
including the antenna wire as it leaves the fender to the grommet.
Have
you thought about wrapping your fuse box with Glad Wrap until you get
the leak fixed?  You know what they say on the commercials... "Don't
get
mad...."
