[Vwdiesel] timing belt tension

Hello,

I don't have a timing belt tension meter, nor do I have the tensioner
tool.  I found that the belt was vibrating against the bottom belt cover
at certain rpms.  I retensioned the belt by hand, but it still vibrated
a little bit.  I wound up wedging a ratchet driver between the engine
mount and the tensioner to get it tight enough that it didn't vibrate
against the cover.

Do you think I've got it too tight now?  Timing belt tension has always
been a PITA for me. Suggestions?  Do you folks own the tensioning tool?
 Do you own the tension meter?
