[Vwdiesel] 81 Rabbit NA 1.6 problem

I had a little time to take a look at it.  I put a ratchet on the crank
and it turned over by hand.  The belt that goes around the crank and ac
compressor has a few frays and strands hanging off of it.  I will
probably have to wait till this weekend to check the timing belt.  What
is the best way to check the vacuum pump?  You know, I have only had
this car a couple of weeks and the brakes seem pretty tough, like there
isn`t any brake boost.  What should the brakes feel like on this car?
 Also, the alternator belt goes to the ac compressor,  how where the
cars setup that didn`t have ac?  Can the ac compressor be eliminated?
