The answer is, if you have enough money, anything can be fixed, and
fixed right.

Yes, based on your diagnosis of the block, I would say it could be
welded up and machined back into shape.

The 11mm block could be drilled and re-tapped to accept 12mm head bolts.

But when all is said and done, how much would this machining cost
compared to finding a good serviceable block? Also, with the
introduction of the 12mm block, they increased the deck stiffness. You
wouldn't have this feature by machining a 11mm block.
