    Well, anecdotal evidence....
    Our vehicle maintenance superintendent is retired USAF and had some
experience with them at one of the AFB's near Phoenix.  At the time, even
military trucks were required to pass a state/local emissions test; sop was
to motorvac the vehicle and drive it directly to the inspection lane.
Apparently it generated question among the inspectors because emissions were
below the low end of the charts and economy improved noticeably.
    We've been trying to get one for our shop for several years, as we run
low bid fuel that registered all of about 34 cetane the last time I measured
it and was told to keep my gauge at home.  The area Navstar dealer refused
to honor the warranty when injectors in a couple of our trucks went bad;
they require a minimum of 40+ and were able to demonstrate that the
injectors went bad due to substandard fuel.
    Unfortunately, the capital investment is beyond what our department
director will allow- $4k from local sources, and down to $2k from dicey
sources across or out of the country that warrant the machine our their door
if you move fast. (Try mentioning to a bean counter that you can get a neat
toy from Ebay for half what a respectable local merchant offers it for.)
    The obstacle to building our own system is that the detergent isn't
combustible and the exact metering proportions, as well as how to meter the
detergent into fuel and at what pressure, are proprietary.  Efforts to scam
a free bottle of detergent for experimentation purposes have not been
successful, to say the least.  A travelling vendor ran a gas pickup on their
corresponding machine, but was not amused when we requested same for a
heavy-duty Diesel truck.
    Maybe someday I can give a first-hand report.
