To really understand the Rabbit  ---- we must understand what the governor does.

So we must know what makes a governor work.And understand why a Rabbit
must have a governor.

A simple governor is a flyball type that regulates by the balls pulling the
throttle on or off as needed to maintain a set RPM.---The balls pull the throttle
off and a spring or a weight pulls it on.

This is where the confusion starts ----we all jump to the conclusion that a Rabbit
has one of those. --yes me too.   But that is NOT what we got.

We have a highly modified version called a minimum - maximum - speed   governor.

I am particularly well situated to learn about this --- since I have Rabbits with VE
pumps and Landrover with the ordinary governor. On the Rover it is used for
controlling Gensets and winches etc  but it can be driven using the governor.
I use it like a cruise control.
It is a gasser so it works , it would not do on a diesel. Except a heavy duty type-.

A vw would over-fuel and ruin engine.  That type of governor is usually called
a constant speed governor.    There are many other types of governors.

To verify what I say is correct --notice that VW sells the diesel as an industrial
engine -- with a different type of governor.   All Bosch pumps have type of
governor identified on plate.(usually)

The Rabbit governor -"Governs"   only the idle speed and the maximum speed. 
The speed range between these two points is directly controlled by the accelerator
pedal.(controlled by not connected to)

PS:  it is hard slugging for an old geezer --but we are making progress. Valley Injection
informed me that the Rabbit pumps can not be reset for industrial use.But a diehard
experimenter can make them work. Just went down to look at governor on Rover
"Annabelle"  --sure is fancy , brass plate and all. ISO-Speedic-Co Ltd Warwick England.
Maybe I had a governor with balls in oil all along. ?
