If jumpering the switch on the side of the radiator turned on the fan,
then its likely that switch that is not working right. They don't fail
that often, but that is what turns the fan on and off. If you have A/C,
you also have a relay in the system. I usually wire up a switch and an
indicator light on my fan to allow me to see if it comes on while
driving and to override the thermo-switch if needed (handy in stop-n-go
traffic in hot weather):
