Fairly easy to do. Pull the cam and lifters. The regular VW watercooled
valve compressor will take care of compressing the springs. You just
have to have the piston at TDC. With the diesels the pistons are high
enough to hold the valves so you don't need to pressurize the cylinder. :-)

No need to touch the timing belt at all. The drive gear is on the vacuum
pump or if you have a rare, no-power brakes then the adapter block-off
thingy. That means you can drill drive the pump and it's not in contact
with the intermediate shaft in the least. Just pull the pump and adapt
to it.
