  Kind of like crediting FDR with the design of the interstate 
system or the impressive stature of Boulder or Grand Coulee 
Dams.  Had "nothing" to do with any of it other than to declare 
to do it and make way for the funding.  Just because he was 
there and pushed/promoted it when the time was right doesn't 
make  him responsible for it.
  The engineers, designers and thousands of workers MADE all of 
them happen.  FDR's did it for country and money.  Hitler's did it for 
country and fear.
