  Loosen the cam bolt and gear.  Tighten it back enough to just hold the 
gear on but still turn.  Rotate the engine to TDC.  Check your pump and 
you're probably one tooth off. Even with the lock pin in place, the pump
tends to be able to rotate nearly one tooth so you have to rotate it back 
against tension, most of a tooth.  I test by holding it to where the pin 
slips in and out effortlessly into the hole in the mount.  You'll have to 
loosen the tensioner, slip the belt off, rotate the pump back a bit, set 
the belt back on, set your tension (safer to be a tad on the loose side) 
and make sure the cam's still on.  Then gently tighten the cam bolt 
then as it's wanting to turn the cam, give it a whap with the palm of 
your hand or whatever.  That'll tighten it quickly without moving the 
timing of it.  :-)
