Mark,  It sounds like your little diesel engine is running pretty good.  As to your air filter housing problem- Make sure the filter is seated in the groove of the aluminum casting.  Get a short broom handle and use it to pry the box tight (carefully)  Start with the bottom clips and do the top ones last.  I sometimes use a short screw driver or awl to pry the clips.  A new Bosch or German filter fit damn tight the first time and that is a good thing.

Is there a trick to replacing the air filter housing (1.6 NA in 82
Rabbit)? I can get the top two clips to latch but I can't get the
bottom two, and the one on the passenger side is very hard to get my
hand to. Do I need to remove the fuel filter for easier access? Or come
at them from under the car?

The old air filter did not look very dirty. There was a gray (not
black) area in the middle about the size of a dollar bill and there was
just a thin coating of oil on the bottom of the intake manifold.
