  A few months ago I had my 82 diesel vanagon 1.6NA AirCared in
Vancouver.  They put it on a dyno and tested the emissions at
different loads.  It passed, but right when the test ended the words
"Vehicle Underpowered" flashed on the screen.  I didn't need the BC
government's help to figure that out.
