[Vwdiesel] Funny stuff at 2500 RPM

Hey Guys-
For some reason, the engine wants to buck when it is
right at about 2500 RPM. It doesn't matter what gear
i'm in, but if the engine is running at a constant
2500 it bucks. It doesn't seem to notice if I'm
accelerating through or decelerating past 2500, but if
I want to drive right at that range, it'll start. As
soon as I speed up or slow down, it'll stop.
On a possibly related note, sometimes when I go to
shift or put her in neutral, it'll kind of hang up at
right about 24-2500 RPM.
One time I was able to get it to stay at that range
and get out and check the IP, and the accelerator
thing was sitting on the idle screw. (meaning it is
returning)
I have been spraying it with PB Blaster and I gave it
some Seafoam fuel system cleaner.
It seems to have helped with the issue of the idle
hanging up at 2500, it might hesitate but then drop.
However, it hasn't done anything for the bucking.
Anyone have any ideas what could be happening? Are
the two related?
