Altitude sickness

Try this: REMOVE the air intake filter for a short drive and see if that
makes any difference.

If so,  replace it, often, or

Get a turbo, or

Rig a ram air intake like Roger's at 4crawler.

And, you may have to check and adjust the timing.

Operating a non-turbo diesel at 5000 feet needs more air, perfect spray
pattern injectors, and optimum timing, and still will result in minimum
performance.
