what is the timing set at?
If it's on the low side (under 1.00 mm) altitude changes are more 
pronounced.
Valve set is very important.  Small intake valve lash changes greatly 
effect dynamic compression- too little and performance REALLY drops off 
because the valve stays open a tad too long.  When you get a mile high 
and the air is cheaper, then all this stuff gets more critical.
It's most likely a deal where it's not one specific thing, but an 
additive effect of a couple of small factors like timing and valve lash 
that are working together.
