Not really. The urethane for glue in windshields is but there's
stuff for sealing a windshild to the rubber gasket or the gasket
to the body. It's more of a pliable stuff that can be cleaned
up with solvent when reasonably fresh and scrapes and cleans
up when replacement is necessary.
Most common cause of leaks in that area are the antenna wire
(it's in the fender actually) and the corner of the windshield.
That said, that same corner is PRONE to rust through UNDER
the windshield gasket. Therefore if water runs down the roof,
under the gasket, then down the A pillar and down, it leaks
inside the car. So goobering up the whole thing doesn't fix it
because you don't tend to seal up the top.
Might be best to pop the glass, consider a new gasket and
inspect for a rust hole if the antenna grommet isn't the problem.
That's what I'd do anyway. I DETEST silicone used on glass (it's
near impossible to clean up when the glass needs replaced) I said
WHEN not if. ;-)
