[Vwdiesel] Weird brakes

  Sounds like a free play issue.  If it's a bad booster, 
missing gasket/o-ring, pushrod wasn't in the dimple or 
just slightly different dimensions between master 
cylinders.  All will lead effectively, to the pedal not 
coming all the way up/piston not fully releasing, which 
will lead to pressure not releasing from the lines.  
  If just one wheel or both back were doing this then 
you could first assume it's a bad hose with a flape of 
rubber come loose causing a "check valve" in the line 
preventing pressure release.
