[Vwdiesel] hazard hysterics

Noticed today I had no turn signal lights in my 1994 Jetta TD.  A year ago, I'd experienced the signals flashing the brake lights alternately when engaged.  Turned out to be grounds in the trunk.
   
  So I checked the main ground first and all looks good.  Pulled the cover and checked the fuse for that circuit and it was OK.
   
  So I started to pull the relay and I heard the hazards start clicking.  I'd only just barely begun to disengage it, but didn't get the relay loose from the tray.  Just pushed it back where it had been and checked that I also had directional lights.
   
  Is this a sign of a dying relay or just dirty connections in the tray?  
   
  Should I pull all the stuff out of the tray, spray with electronics cleaners, apply dielectric grease and reinstall all the stuff back into the tray?  I've had no signs of any leaks inside the cabin that would have despoiled the tray.
