[Vwdiesel] seized turbo

Hello,
 
has anyone had success un-seizing a turbo?  Maybe something like submerging in synthetic oil and spinning by hand?
 
The turbo does still spin, just not freely.  It's a KKK from an '84 1.6 Quantum.  It was smoking white/grey, low on power, bad mileage.  Intake's coked-up pretty bad and some exhaust gaskets blown-out.
