 I take it that you have the turbo and not the vehicle? Nah I'm not sure !!
If it's off then if it won't spin easily, it may not be cause for a rebuild. 
On one of my Quantums the turbo never spins freely after being stood and oil 
drained out, however it spins freely at idle once engine started and 
bearings gorged with oil. Will give 8 or 9 psi up an incline with the push 
of the accelerator. Cruising on the flat 1 to 2 psi so as far as I can tell 
its purrrfect :o)

Hello,

has anyone had success un-seizing a turbo?  Maybe something like submerging 
in synthetic oil and spinning by hand?

The turbo does still spin, just not freely.  It's a KKK from an '84 1.6 
Quantum.  It was smoking white/grey, low on power, bad mileage.  Intake's 
coked-up pretty bad and some exhaust gaskets blown-out.
