Sounds like the throttle arm is put on wrong. You really
shouldn't pull the max fuel screw out and reset as that was
adjusted for max fuel flow. We tend to tweak with it a little
but generally not on a freshly rebuilt pump. Same goes for
the idle screw. It's set for the proper idle with the fuel
screw set at the proper position.
I pulled the throttle arm off of mine once to inspect a sticking
throttle even after rebuild. Things move a little and I had basically
the same problem only I had to hold it to full throttle to get any
fuel at all. Turn the shaft the other way and I'd suspect you could
easily end up with the symptoms you're having.
If you didn't dink with things I'd be inclined to call the rebuilder
and have them check things over again. Sounds like someone
messed up or (hopefully not) you repositioned or installed the
throttle arm.
What's the part number on this pump? If you're setting to 1.15mm
then that would imply you had a 068-130-107 (yellow dot) pump.
If this one isn't, then it won't time to that setting. Could set to
.88mm, .95mm, 1.0mm, or the advanced .88 setting, which I don't
remember.
