  I'd "hazard" a guess at the relay itself.  In the earlier cars I've had 
good 
luck clearing up sticking flashers by turning on the 4-ways and working 
the turn lever through the two sides a few times to let it blink.  Might 
have 
a sticking contact or bad relay.
