Loren,
Funny you should mention the fuel coming out of the return line.?
I observed virtually NONE coming out when I first started it and had the intake and return line in a clean gallon jug of fresh fuel.? Even at what higher rpm I could get, I still didn't see fuel.
Intake and exhaust are clear, the fuel filter is new, I can quite easily draw fuel from the tank by putting suction on the return line and pulling it through the filter and pump.
It sounds like the vane pump may be my problem!
Thanks everyone - I'm timing it tomorrow, I'll then see what I can do to free up the vane pump.

You can pull the return line and see how much fuel come out
from the pump and injectors and ideally compare that to a
running VW diesel, then you'll know if the vane pump is starving
it out or not.
If it's the vane pump then a tow start might help to get the
rpm up farther than the fueling is allowing, keep it in a lower
gear to get the rpm up while towing.
If the pump is putting out then I'd check for a rats nest in
the intake or exhaust to start with, then go to the fuel filter,
check the supply and return lines for restriction, etc.
