  Suppose it's possible, depends on the cam in the pump.  The VW 
pumps range from .88mm to 1.15mm.
  Is the slop between the gear and the cam?  That's really scary if 
it is.
  Your initial symptom description sounded like a clogged air filter 
or a bad injector or two.
