[Vwdiesel] Sticky parking brake

Hello all - I recently did the rear brakes on my 01 Golf. Since then I've
noticed that the rear passenger side brake seems to be dragging a bit -
smells like hot brakes sometimes.
So, I put it up on the jack and before I even got the wheel off I noticed
that the parking brake lever wasn't fully released. I was able to release
it manually with essentially no effort, and the wheel spins freely now.
Since then I've been trying to break myself of the habit of setting the
brake all the time and/or checking to make sure the lever is fully
released.
My question - what's the best solution for this problem? Can I hit the
shaft with a bit of penetrating oil, or is the sticking point probably
inside the adjuster mechanism?
It could be my imagination but the last few times I've set the brake
accidentally, released it and then checked it, it was fully released, so
maybe I've worn off whatever bit of crud was keeping it from fully
releasing.
