[Vwdiesel] More Quantum questions?

Got news from Allen Diesel Energy today. The bad: the original IP that came out of my Quantum will cost over $600 to rebuild. Signs that water had been in the IP. However, he said the "rebuilt " pump had "something", (can't recall what he called it) installed 180 degrees from what it should have been & estimated $150 to $200 to get it assembled, adjusted & bench tested. He said this is why it wouldn't run. I won't spend $600+ to have  the original IP rebuilt but will save it for a core charge.
Mark Shepherd, I didn't try tow starting it a second time but did try starting it after moving the IP towards the engine as far as I could, away  as far as I could, & various parts in between, & re timming the whole thing again: cam lock bar, IP lock, flywheel TDC, etc. then adjusting the IP to 1 mm. on the gage. 
When I get the Quantum running, I plan to check the '86 Jetta's timing. Should the IP gage read at 1 mm like the Quantum's or is it different?
