I second that, refrigerant (R12, R134, etc) des not break down. I've got the
same R12 in my 1991 V8 that came from the factory, 330K miles on it. Still
works great. In my years at various shops, never had a problem with any type
of refrigerant "going bad". However, if a late model VW does have freon in
it, and it's not cooling, look to the compressor. And, do the dryer with it.
Also, check the fuses on top of the battery. That "auxilary fuse box" is
notorious for having issues with burning/melting. We usually wired past it
with a waterproof fuse link, available at FLAPS. You can replace the fusebox
entirely, but there will be problems in the future again.
