I did the following per your posting of 5/1: Did 1 thru 4. 5: no one to help me so I put a paper shop towel under the #1 injector line per 3 & 4, turned engine over, no plop. Did not do #8 yet, i.e. check for plop on  2,3,&4 fuel lines. 
I did run wire from jumper wire from the IP shut off valve & could hear the solenoid click. I again was able to pump fuel at the outlet side of the IP. Could I do that if the fuel filter was plugged? 
With cam lock in place, both cam lobes point upwards & IP gear lines up with marks at top of IP. How would I check for stuck IP pump valves & correct, if stuck?
No more money spent but will probably buy a few fuel filters, just to have on the shelf if nothing else.
