Patience.
If the lines are empty, the pump head was empty, you have a ways to go.
Crank it over for a minute, let it rest for the starter to cool and the
battery charger to catch up.
Repeat as necessary.
It'll go eventually.  Watch for smoke out the exhaust, that's when it's
close.
They never start right off after the pump has been empty.
