  If I'm remembering correctly that middle banjo is simply a vent 
so that your boost enrichment comes on quickly without pushing 
against pressure in the chamber below the diaphragm. (minimal 
but positive pressure).  It's also an access for adjusting the preload 
on the spring which boost pressure pushes against.  This bolt, 
regardless of what it is or isn't like the old one, is not causing the 
car to not start.  
  A good tow start is the simplest starting solution so long as you 
know your solenoid is clicking.  The next best involves close to 
two minutes of cranking time on the starter.  Not friendly but 
generally causes no harm if it's in good shape as well as the cables.
  They usually don't start until you're about to give up on it starting.
;-)  There's no NEED to crack or disconect the injector lines for 
bleeding purposes.  It MIGHT start a couple seconds faster but 
I've never seen one air lock and not start or not want to start for 
lack of cracking the injector lines.  It's usually done to satisfy 
curiosity as to fuel getting to the injectors.  Thing is if you see 
fuel there, it was just about ready to start anyway.
