Followed Mark Shepherd's advice, got out the tow chain & got it started, sort of! Won't stay running at idle, & starter still won't start it. It acts like an extremely retarded gas engine, not much power but was able to get it back in the garage where I have more room to work on it, by keeping the engine revved up & using the parking brake. Should I rotate the IP towards the engine or away from it? My guess is to rotate it slightly away from the engine. It feels like the timing is way off although I followed the Bentley instructions for timing, flywheel at TDC, cam lock in place, & timing gage on IP at 1 mm. There were no instructions with using my IP timing gage but I assume the small dial represents 1 mm for each increase in number say from 3 to 4, & that one full rotation of the large gage represents 1 mm. 
Guess the fact that it runs gives a bill of health to the IP rebuild.
