It won't idle.  Having more idle won't help.

NO NO NO. Introducing one more variable at this point not a good idea.  
Injector break pressure affects timing SLIGHTLY, this one won't idle. If
it's timing, it's waaay the hell off.
I've seen shit run on nozzles that would give you heartburn.  Don't sweat
it.

Exactly!  Bill. If the gauge is a cheapie, it won't have anything on it in
the way of advice as to what the numbers mean, they assume you know, and the
tiny fraction of one cent that it saved to not put the gauge scale on the
face went to a good cause somewhere in China I'm sure.    Compare it with
something you know.  I suspect the gauge is in thousandths, and you used it
as if it was in mm, hence it may be waaaaay retarded.  One millimeter
equates to 39 thousandths of an inch... so as Mark suggests, compare the
dial travel to a ruler.  If it's in inches, the pointer will go around ten
times for an inch. IF it's in millimeters, it goes around 25-ish times per
inch. You won't mistake the two, there's enough difference.

How long did it run?  Long enough to purge out the air?  Air in the system
acts similarly, won't idle for beans.

Personally, I am in the club of find out why it won't work.
Setting the IP to an unknown amount of advance in order to get it to run can
be asking for trouble after- too much advance, and it runs very hot exhaust
gas temps, and on a long pull, will melt itself.  Set to a known, measured
safe range, it won't. Setting anything by ear assumes the ear has
experience. I can't type that well to convey the proper nuance of clatter to
signify the timing is correct.
