To check gauge, lay it beside a steel rule with cm and inches and push bar 
six turns etc. Gauge if imperial wil possibly be 1/20" per rev compared with 
1/25.4"  [1mm] for metric... If imp, looking for 39 thou..

As you are able to keep the car going  at higher revs, then I repeat what I 
said before:
Either increase minimum idle with screw, or simply adjust the accelerator 
cable clip to suit.

Why I say this is if as you say the only way to keep running is to have the 
revs up, and each time you let it drop it stalls AND you can only restart by 
towing, then it's a pain to have to experiment with adjust and tow adjust 
and tow...
Setting it so that it will as you say keep running even if extremely lumpy, 
then adjust pump one way slightly or the other.

If it IS timing of the pump, then one way will smooth out and revs will 
increase, so that you need to re-adjust cable to reduce revs again. Repeat 
as necessary. When you get something reasonable, try reusing gauge to see 
what you have...
