[Vwdiesel] TDI New Beetle No start

I forced it to skip a tooth towards advanced (according to bentley, counter clockwise) and it still wouldn't start. (Tried the adjustment at both extremes of this and in the middle.) I had my roommate watch and see that there was no smoke out the tailpipe.
The guy tried tow starting it for a long time before he brought it to me.
