  It really doesn't take a drowning to fix/help it.  Just a squirt 
usually does it.  The gunk just cleans things up/dries it up and 
the shaft or springs then stick toward the idle end of movement.

  Sounds like someone pried on the int. shaft pulley and chipped 
a piece of the shoulder off.  Not uncommon.  If it's rubbing against 
one side pretty well, especially the outer side, you may have 
the belt too tight and/or a worn input shaft bushing on the pump. 
Either and especially both will cause the belt to walk away from 
the engine, risking a belt jump.
