[Vwdiesel] replacement engine, fuel return issues

There's either a supply line restriction, major air leak into suction side,
or the pump vanes are stuck.
Sticking pump vanes are pretty common on ve's that sit for a long time.
Usually they free themselves when you give it some revs, but a pump full of
diesel purge, or similar won't hurt either.. Get it full, and let stew, then
try it, let it warm up, and blip it up to redline a few times.... like you
would when checking the high idle stop.
