Travis isn't talking about the shudder valve at the beginning of the intake
housing; when he says "near the head on the intake manifold on my 04 golf
BEW engine", key words are "near the head" means at the end of the intake
run.
On my Jetta w/BEW too; there is a small butterfly like valve that can cover
about 1/3 of each intake port right at the bolts to the cylinder head.
I'm sure it is to increase the velocity of the air but to what end I'm not
sure; on a gasser it would be for low end torque but the doesn't seem really
seem plausible on a diesel.
I've heard on some of the other forums that it can be disconnected (plug the
vacuum actuator) without consequence.
