  Just from what I've done, there's certainly more to it than "turning 
up the fuel screw."  The more or less, external adjustments let you 
run up the overall fueling, how rapidly the boost enrichment comes 
in, how soon it comes in, how much it comes in, then you can 
adjust the rate at which it does all those.
  I'm also curious what all he does but he's not likely to say.  Suffice 
it to say that most pump rebuilders set them to spec and he's not.
You can most of the time, safely exceed spec and not kick out a 
smoke screen.  With a turbo that is.  Not a lot you can do without 
one.
